In 1977, my father became a Notary Public for the State of Texas and began serving his community. Equipped with a manual typewriter and his notary seal, he worked tirelessly to support his family. With time, his hard work, dedication, and excellent customer service became known throughout his community and allowed his modest business to grow. After 46 years, the doors to my father’s business remain open. While he continues to serve the people of his community, he has passed the torch to me.
After many years serving in the United States Border Patrol, I started Cyber Notary. After studying at the U.S. Army Command and General Staff College (CGSC), I realized the importance of technology. Technology has allowed us to achieve victories on the battlefield and the world stage. On a smaller scale, technology allows us to remain home and accomplish our day-to-day tasks. Technology allows us to further our education, purchase merchandise and groceries all from the comfort of our home. It allows us to lessen our risk of being sick from contact with communicable diseases such as the flu and COVID-19.
Immediately after graduating from CGSC, I enrolled at Champlain College to pursue a second bachelor's degree in Cybersecurity. It was here that I discovered remote online notarization and decided to continue my father’s legacy of combining hard work, dedication, and service to the people of the State of Texas with notary services. While our notary seals are slightly different, our intent of providing excellent customer service is the same, and it is my honor and privilege to be at your service.
Remote Online Notarization (RON) is the notarization of a signature using an approved platform that allows the Notary and the signer to appear before each other at the time of the notarization using secure technology over the internet. All documents, signatures, and seals are completed in electronic form. Remote Online Notarizations began in the State of Virginia in 2011, and it allowed notaries in Virginia to complete notarizations for people around the world. Simply put, it allows two people to meet, using video conferencing technology, and electronically sign and notarize a document.
In July 2018, the State of Texas permitted online notarizations. It was one of the first states to authorize RON. Notaries certified to complete RON in Texas must comply with identity proofing and credential analysis requirements outlined in Texas Administrative Code Chapter 87. They must use a third-party provider that can prove it uses PKI technology from a X.509-compliant PKI service provider. They must promptly provide the secretary of state any necessary instructions or techniques supplied for a vendor that allow the digital certificate and seal to be read and authenticated. They must also meet all eligibility requirements for traditional notaries.
In 2020, the COVID-19 pandemic struck and underscored the need for RON technology. Shortly thereafter nearly every state enacted legislation or executive orders allowing for its legal use. Each state has its own specific laws and regulations regarding RON services.

Notaries executing a RON must be in Texas, but the client can be located anywhere. The notary cannot revise any part of the document other than the section containing the notarial certificate. Online notaries must ensure that their electronic signature remains valid and up to date, and they must keep a record of every RON they perform.
